Summary of the activity of Diaconia Vsetín for the year 2009
Diaconia Vsetín as a church legal entity provided seniors and socially excluded persons, mainly Romanies, with social services in a similar way as in previous years.
Services focused on seniors: The Home for Seniors in Vsetín - Ohrada took care of 35 seniors and nearly 96 % of its capacity was used. This Home also provides 4 beds for Respite stay service and this service was used by 19 seniors in the year of 2009, the utilization was nearly 66 %. We signed a special contract with the General Health Insurance Company at the end of the year and thus we receive income from public health insurance. The number of joint events and various trips of users outside the Home has been considerably increased. Another two sanitary facilities have been refurbished with assistance of Vsetín Municipality and relevant background as well as a new activation room have thus been formed for users. The total number of full-time employees who work in the Home is 18. Care service (registered since the 1st January 2009 - it was registered before as Respite service) - Home care took care of 25 users and 3340 acts were performed. This service was carried out by two caretakers only besides the service manager and this was only a part-time service because we did not succeed again in obtaining sufficient financial resources for development of this service. The day centre ZAHRADA (GARDEN) for seniors and persons with dementia syndromes created a helpful environment for 9 users with support of three caretakers with the total work load equal to 1.1 staff member. With regard to refurbishment of the building in Strmá street, we gratefully used temporary rooms in the church building of the Upper Congregation of the Evangelical Church of Czech Brethren.
The service provided for excluded persons in the year 2009 took place mainly in form of a drop-in centre for children and youth named "RUBIKON" and via activation services for families with children named "MOZAIKA" (MOSAIC) which consist in the "Educational Motivation Centre for Romany children" (focused on tutoring of children from primary schools) and in the "Little School" (focused mainly on pre-school preparation of children), the project "We will cope with school" and afternoon community evenings for adult members of the community. Within these services, Diaconia provides children as well as their parents with rooms to spend their free time, dialogues about their problems, participation in the prepared programmes. Activities offered include, for example, sporting events and outdoor weekend events as well as camp stays. Field work of our assistant has also been developed and focused mainly on children attending the 1st and 2nd class of the Primary School Trávníky. We manage to provide quality services mainly in the locality Poschla and Jiraskova street in Vsetin thanks to kind and professionally educated 10 employees and a lot of volunteers.
RUBIKON was visited by 109 users and 4004 contacts were established. MOSAIC cooperated with 37 families and performed in total 3402/204 contacts/interventions (10-minute contacts / 30-minute interventions). An fundamental change in funding services for socially excluded people took place in the 4th quarter: a part of this services for a period of 2.25 year is funded by European Social Fund within a so-called Individual Project.
Activity of our Romany folkloric dancing company JILESTAR (from my heart) continued and 24 female dancers got involved in total. In course of the year, we prepared nearly 20 events for the public including an exhibition of photos named Charming Vsetin, multicultural music festival named Together with Music, parade with Chinese lantern Walk with Fireflies, Exultation with Diaconia and a lot of other events. A problem was represented by considerable staff turnover caused by demand factor of the service as well as by not always sufficient personalities of staff for this type of service.
We were financially supported by a lot of donors to
our delight - by natural persons as well as by individual donors (
Subsidized by European Union sources of 25.5 million
CZK and with considerable support from Vsetín Municipality, we started
refurbishment of a decay building in Strmá street into the Home with special regime for seniors with dementia (20 beds) and
expansion of the Day Centre "Garden" up to the capacity of 12
users. The total estimated costs for the
refurbishment are 32.7 million CZK.
Resources equal to 1.7 million CZK are still missing at present. The
shell construction has been finished at present and approbation is scheduled
for July 2010. The Municipality of Vsetín donated this refurbished building in

Diaconia Vsetín was operated mainly on the basis of subsidies from the Ministry of Labour and Social Affairs, Ministry of Education, Governmental Council for Romany Community, Ministry of Culture, European Union sources, the Zlín Region, the Municipality of Vsetín, Employment agency, foundations and domestic as well as foreign donors. We submitted 53 applications for subsidy in total and 30 applications were subsidized financially.
Income for the year 2009 reached 15,556,751.72 CZK and expenses reached 15,596,774.78- CZK. Profit and loss for the year of 2009: - 40,023.06 CZK. Total average number of employees in the Centre were 34.
